First check how tight the throttle lock is. If it's tight loosen it. If it's not that then the cables may need lubricating. If it's not that the cable might be bound up against something. If it's not that the carb might need help. If it's not that you might need a new bike.
What model and year of bike? Does it turn freely or does it just not return to idle when you remove your hand? When was the last time you checked and lubed the cables? Did you recently change grips?
Mine started doing that after I let it sit for about a month following a long wet trip to Alaska. Talking to an HD tech and he said it is probably rust in the cables and to just lube them and the rust or grit would work loose and flush out. I have lubed the cables three times using a lot of lube and they are better but not right yet.
A good suggestion short of replacing the cables would be welcome.

If you lubed the cables and it didnt fix it then I would dis connect the cable at both ends and tie a sandwich bag around the cable ends at the carb and lube them plus work them in and out until the wd40 or whatever comes out at the carb/throttle body end. This should flush the gum/rust out of the cable compleetly. Good luck!
Mine was sticking. Cruise control lights were coming on also, when I first bought it used. Housing was clamped down too tight on throttle by wire. (or misaligned). Put back, no problems,
The OP joined in 2012 and has 2 posts and asks about his throttle being stuck. I am going out on the limb and guessing it's a 2011 or 2012 bike. As Nitrohound suggested, check your housings.
