Normally I ride without a windshield, but when the GF is along she prefers a windshield on so I have one which measures 19" from above the light to the top. I have a wide glide if that matters. It does a nice job of blocking the wind but drives me nuts because looking through it especially at dusk with wearing clear glasses just sucks because of distortation. SO I am wondering if I can simply cut it down a few inches...any help is very much appreciated.
Yes, they can be cut. I just cut down the top edge of a Wendvest that had a chip on the top edge. First cover the area you want to cut with masking tape. This lets you mark a line where you want to cut. Then cover the rest of the windshield with heavy paper held on with masking tape. This is so you do not scratch the plastic. I used a band saw with a fine tooth blade but you could use a jig saw or even a hand saw. Use the finest tooth blade you can get. After cutting go over the edge with a file then wet/dray sand paper to smooth the edge then polish it you want.

P Ron is exactly right. Did this with my buddy's last weekend, did the same with my helmet face shield last year. Both turned out good
Painter's tape. cardboard template, jig saw blade with fine metal cutting blade
(as prev. stated) orbital sander to smooth any imperfections left by the blade, an your done. Did this on my smoked one that came with the bike when it was new. Cut it down about 3" thinking I would use it more. I don't
