The $200.00 charge is made by Harley, not by California, for the additional California emissions equipment on the bike. Which BTW consists of a fuel evap canister, some hoses, different gas cap and sometimes different fuel tank, which sets them back a total of about $35.00 per bike including R&D, tooling and everything else.
The exhaust emission standard is the same as the EPA 2010 standard, so there is no difference there.
for pre-14 bikes thats correct. all of the 14's are 50 state bikes.
basically your paying for them to install the evap cannister mandated by CARB.
I'm not doubting what you say but I have not seen anything that indicates all HD's are now 50 state bikes. The EPA has not (yet) mandated Evap systems on motorcycles, so I'm questioning why any manufacturer would voluntarily add them and raise the price when they don't have to.

does this help? this is a copy from the touring parts manual. note the evap canister says 'all' for models....

reason 1. nearly 10% of all bikes sold in the US are in california. thats alot of 1 offs. easier to just install them on every bike.
reason 2. getting ahead of the epa regs. if only as a good pr move. its not like every other form of transportation including boats dont already have the requirement.
reason 3. i dont think harley cares about raising the price. they still have the bulk of us bike sales. and they did increase the price of every bike by $200 or more over the 2013 prices. add in the additional savings off bulk supplies and its more profit.
