California Pricing
Just a quick question. I'm being told by a dealer in Southern California there is a 200.00 Ca emissions charge. Does anyone know if that is correct?

That is partially correct.
The $200.00 charge is made by Harley, not by California, for the additional California emissions equipment on the bike. Which BTW consists of a fuel evap canister, some hoses, different gas cap and sometimes different fuel tank, which sets them back a total of about $35.00 per bike including R&D, tooling and everything else.
The exhaust emission standard is the same as the EPA 2010 standard, so there is no difference there.

harley doesnt list the CA emissions charge on any of the 14's nor is it in the bike builder anymore.

I'm not doubting what you say but I have not seen anything that indicates all HD's are now 50 state bikes. The EPA has not (yet) mandated Evap systems on motorcycles, so I'm questioning why any manufacturer would voluntarily add them and raise the price when they don't have to.

reason 2. getting ahead of the epa regs. if only as a good pr move. its not like every other form of transportation including boats dont already have the requirement.
reason 3. i dont think harley cares about raising the price. they still have the bulk of us bike sales. and they did increase the price of every bike by $200 or more over the 2013 prices. add in the additional savings off bulk supplies and its more profit.
