I just keep mine in my pocket. Then when I come up to the toll I just hold it up with my left hand. If my wife is riding with me then she holds it in her pocket and she holds it up.

I keep mine in a dash bag, never had any problems

I used to shoot a lot of tournaments in Oklahoma, so i got the pike pass a few years ago. The new one is a sticker, but like someone mentioned, the one for bikes is the older style with the suction cups. Coming back from Arkansas last weekend it's pretty sweet to not have to worry about stopping.

I put mine in my saddlebag like it said to do, and it wouldn't scan. At least the little sign that lights up "thank you" wouldn't come on, so i started sticking it on my windshield, and everything worked fine then. Gotta watch it though. Hauling down I44 last weekend i looked at it and it was about to fall off. Pulled it off and stuck it in the cup holder.

My guess is the metal studs on your bags interferred with it.
