Nah. There's nothing that requires dealers to charge the MSRP for anything. Those who discount mail-order count on making up margin loss with volume, and they still pay H-D for the parts they sell just like all other dealers, so it's no skin off H-D's nose however those parts are sold.

ya have to wonder since most everything on the hd parts store is listed as out of stock online go see a dealer. you'd think harley would want that extra margin for themselves.
I wouldn't be surprised if a purchase made at HD's online store gets sent to a dealer to be filled.
As long as the manufacturer (HD in this case) is making theirs they really don't care what their dealers do to shift parts. In fact, the move volume the better.
Not saying that it would be a smart move for them, but it looks like it's legal.
Sure, they could, but then they'd have to re-write their franchise contracts. Unless those current contracts state that the dealer has to charge whatever H-D tells them to charge, then they can't just change contract terms without agreement on both sides.
