Just hooked my throttle position sensor up to my dvom and it reads within the limits but every once in a while it will go to OL. Starts at 0.60 then goes up steadily to 1.0 then reads OL then steadily goes up to 2.0. Is that OL normal or could it be a dead spot in the tps?
I never put a meter to my '07 when I was having issues with TPS, but if you are experiencing any of the following I would consider replacing it:
1. Stalling / no idle after a highway run, even if only for 15-20 minutes.
2. Mad crazy popping on decel
3. Uncontrolled high idle.
4. Doing the key switch on/off five times makes it go away sometimes, but it always comes back.
I had all of these problems on and off for two years until it got so bad that I cracked my rear head pipe from the popping. $53.00 later and it had all gone away.
The most effective way to test a TPS is with a digital storage oscilloscope. A DVOM may not catch an open in the rubbing block but a wave pattern will. A DSO sweep in a functioning TPS will look like this.

A quick internet search suggests that TBW was introduced on Harleys in 2008. FWIW, my '04 throttle body bolted to a set of 2009 heads (installed on my '04 RK) with no problems.
not sure the year you're talking about: does it do it all the time or just when the engine is hot....If delphi EFI, then there is no adjustment...MM EFI can be adjusted. with the cold and hot idle backed out where the throttle body is closed all the way, the volts should read .275 on a MM EFI.....then adjusted to .650 with the cold idle. hot idles is set to what ever you want, usually 900 to 1050 rpms.... there should be no extreme change while rolling on the throttle which would indicate a problem. the DVOM could also not be set correctly showing an OL (over Limit )
