I have a 2010 Ultra Limited and even with the lower on or off still have lots of head movement. Its not the windshield the air climbs up my legs and seems to meet right at the vislor on my helmet. I have opened the lowers and it makes it worse. I ride without the lowers in summer but still lots of head movement. Don't know if can ever get rid of air coming off the upper part of legs, any suggestion would help.
On the bike I get a little but it really doesn't bother me.

The bat wing fairing on the Ultra is a poor design. The MOCO knows it, why else would they have changed the design and added a vent? Sold my 10 Ultra Limited after 4 years of trying everything. The only real cure is keep the bike at 50 mph or less. Ride it any faster with a full face helmet and forget about reading street signs. I tried just about every windshield, helmet, fork fangs,even the clam shell between the forks. Nothing worked. There is a cure though if you want a MOCO touring bike get the Road Glide and a Madstad bracket.
