They don't yet have a problem with moving the transponder from vehicle to vehicle. It'll cost you double for any tolls past the first 4 in a month charged from the picture, without the transponder. No sweat for the guy who's changing vehicles, but sticking to one at a time, but no good for the family that's got more than one on the road at once, often.
So far my wife and I have got by with just one, since I don't use the tollway much. One day I may have to take it with me on the bike, but so far I never have. Maybe if I have to take a trip east, for all the tolls.
I've always gotten by with one also. I'm the only one that needs it. Just to be on the safe side I got a transponder for each vehicle (4). I use it 99.9% of the time with the bike. When our group goes on long trips (Rolling Thunder, etc) we don't need to stop at all the toll booths. Saves lots of time. Sure glad all the other states honor the I-Pass. It doesn't cost anything and you save half price on all tolls when you do use it.
