I had the same same problem (it is a common one)....after reading all sorts of fixes and non fixes. When I was at the dealer shooting the breeze, and the service guy took care of it. He told me he has seen some screw ups with some guys actually dropping their bikes, scratching fenders, and stripping the bolts. Why the MoCo uses locktite on this bolt is crazy!
You put to much heat on the bolt, it expands, you want to heat the insert they are in. The release agent is probably best to sit overnight, then try to remove. Good to be on the cautious side...........Sorry, not familiar with your bike, that's why asked for pics. Others may be more helpful,

I don't know if heated bolts get longer or fatter, but I will tell you this- heat the heads up and they come right out and off.

I think it moves in both directions. Then when it cools it goes back but all the thread area is unfrozen.
I was removing a muffler with tail pipe a extension to cat pipe that had those spring clamps. Did not even look rusty. Hit it with the impact and one broke.
It was up in there an one of thoes crap, I am going to have to pull the whole exhaust down to get to it.
Hit it with the mappgas toarch and the remaining stud part screwed out by hand. Before the toarch, it was so tight, hex head had broken right off.
Problem with a Harley is there is paint and chrome and scarry if some oil.
Be nice to be a helper in a Harley shop and see their trick of the trade.

Propane oxygen is way safer than acetylene and will do anything it does.
It is just a little slower on the heat up.
The other thing you can do if you have an arc welder is just short through the bolt
I trying to install a backrest on my Fat Boy, and the hex bolts are VERY tight, almost like they want you to strip it out. Any tips to make removal easier?
Thanks for all the tips, turns out just a little heat loosened up the loctite enough that it came out easily. Rest of the installation was a snap.
