Default Tough bolt removal problems

I am trying to remove the bolt that holds the chrome fender support to the rear fender. Both bolts at the base of the frame horn (on both sides) will not budge at all. They are allen key head bolts and I cannot get them to move at all. I have to remove in order to cut off the frame horns for my wide tire kit.....any suggestions???? I assume they were attached at the factory with Loctite and perhaps I should try a heat gun to heat up the area? Anyone????????

Heat applied seemed to work. Loosed enough to get the allen in there and removed all no problem.
