Starter/jackshaft woes

Default Starter/jackshaft woes
I have a 1998 road king classic.I.recently replaced the battery,and starter.all the connections were cleaned and tightened .The jackshaft is binding up and wont allow the starter to turn fast enough to start the bike. How do I prevent this from happening?

If the ACR's aren't working right it could definitely hurt starting speed.

98 is a evo powered bike. No ACR's.
