Harley Dealer.. It includes most of the screws and O rings. Call the local guy give him the part number. As far as I can tell it's still available.

Well I finally got the bolt, from the HD dealer actually. I took the bottom bolt out and took it there and asked for 1. They said they didn't know what size it was but went back to shop and a tech had 1 that would work.
Got back home and put it in and everything is right with the world. Or at least for me. Now I have 3 cables coming that I really don't need but I will go ahead and replace them anyway.

It came out again. Should I put some loctite on it? If yes, which one?

BTW, I made a mistake here. The screw is 4mmx0.70x16mm.. The above screw is damned close and might work but is not correct.

You can try blue but if the screw is not stripped and keeps coming out there might be something wrong with the joint. Possibly the wrong sized O ring.
