So I finally managed to fix my own problem. Turns out, according to Dan89FLSTC, there are three bolts that go through the fairing brackets (on each side). I am a newbie to working on my what is my first HD so I didn't know this.
When I removed the outer fairing I did finally find these bolts. The bolts that sit lowest in the bracket were not even finger tight!!! So, of course I tightened them up and guess what? No more bouncing fairing lol!
Thanks to those who commented, it really helped this FNG...Every time I do something on my bike I learn something new, and usually the hard way. Ride safe y'all!

I highly recommend you get a service manual and a parts manual. The parts manual shows various systems and how they go together by exploded views. This is a huge help when doing some repairs. I believe these are two of the best tools you can have!!

3 bolts? I remember 2 bolts on each side under the blinker that are part of the blinker assembly on the outer side of the forks. I am going to have to look in a book now to see what you are referring to. And I have had my fairing completely off a few times!! It's not loose though..

Texas, the bolts you are referring to are the ones that hold the brackets to the forks, the bolts that came loose are the ones that fasten the brackets to the fairing, they are higher up inside the fairing.
