Does the hi beam come on and go off when you activate the switch? I'm pretty sure there is a relay that actually turns your hi/lo beams on/off. Check and make sure the Hi Lo elements in the bulbs are good with an ohm meter. If they're both good then I would suspect it's the relay. It could also be the switch itself but I'd be more inclined to think the relay is gone. Very easy to change the relay and your stealer should have one to suit.
