Passenger peg ... how does it work?

Default Passenger peg ... how does it work?

I'm having problems getting my passenger peg to stay up on my 09 Fatboy and was going to take the inner peg holder off so that I could squeeze the groove together on my bench vise so I'd get a tighter fit. Assumed the thing just screwed in/out and had some locktite on it. Well, after spinning and spinning the thing I sorta figured out that this was not a screw sorta thingy. I noticed some sorta black epoxy looking stuff coming out when I first started spinning it. Anyone can splan how this thing works?

Don't squeeze the peg holder--just bend the little spring clip so it fits tighter.

Tried that multiple times ... didn't work. In response to my original question, the peg standoff is not threaded and therefor does not screw into the bike, its hollow and has a screw in the middle. Tried the squeeze thing too, that didn't work either. Guess I'm left at putting a screw and nut on the fu%king thing to squeeze it down ... currently its just a pin with a c washer.
