Need a little more info on your bike; model and year?
Question 2 - could be a few item, tire wear or pressure, spoke tension, neck bearings and in a few cases, rear wheel alignment.

Put a short bolt in the hole . If it doesnt catch you need a long bolt. I'm pretty sure you can't put them in wrong

Trust me, they really can be put in wrong. When I bought my '98 Ultra last August, there was a slight leak going on with the primary cover. Of course the first thing I tried to do was check the bolts to see if it was tight and found a couple of them that were mushy. I suspected that they were stripped by the Indy who had replaced the charging system for the previous owner. Wrong....about half the bolts were in the wrong hole. After putting the bolts in the right holes, no more leak.
