So I guess that means, when Im on the interstate. If I let cars pass me and trucks almost run me over. I should be doing about the correct speed limit.

Measure the circumference of the 16-inch tire mounted on the rim and properly inflated, then measure the 21-inch tire in the same manner. Divide the measurement for the 16-inch tire by the measurement for the 21-inch tire. That will be the speedometer correction. If the answer is 0.9 that means 65 mph indicated is 58.5 mph actual (speedometer reads fast), if the answer is 1.1, that means 65 mph indicated is 71.5 mph actual (speedometer reads slow). The faster the speed the greater the error.
