if your clutch fully dis-engages then there is not any notice-able drag to the starter.
I always start in neutral, except for a stall. I'm a big believer in Murphy's Law. When I first had my bike, I started it in gear and lurched the bike forward. Bad feeling.
I feel a drag on the starter with the clutch fully depressed, and it is adjusted properly. YMMV.
IMO, it is of utmost importance that you can restart the bike in gear when stalled...WITHOUT having to rock the bike back and forth to find neutral so the bike can be restarted. This can be very dangerous stuck out in the middle of an intersection at rush hour with a bike you can’t restart by simply pulling in the clutch lever and hitting the start button.
Be sure you neutral safety switch is working condition by trying to start the bike in gear with the clutch lever pulled in.

PS- Early bikes did not have neutral safety switches. They would start in gear without pulling in the clutch lever.
