I want to put old school fishtails on my 06 FLHTCI with stock headpipes and the stock air cleaner. Is it necessary to have the ECM remapped and/or add on a PCM etc?

an ecm flash is only necesary once you change the air flow of the bike.as long as you havent changed the air box your ok.i know people who run their bikes that way !now once you change the air box to lets say a screamin eagle hi-flow kit, then at the very least should you get the bike re-calibrated.the recalibration will give the bike a little more fuel to compensate for the extra air flow. it will also raise the rev limiter from 5600 rpm to 6200 rpm.not that you will notice much anyway. but since the re-cal. was engineered using screamin eagle exhaust, the correct air/fuel mixture may not be correct for your set up. so an efi controller would be the best way to tune your engines air/fuel mixture.but dont worry you wont burn up your sled.in time your exhaust may turn golden brown from the exsessive heat by being on the lean side .that may take months. sooner or later you should install a pcIII ,then have the bike tuned on a dynamometer. a couple hundreddollars for a tuned bike is worth a thousand in peace of mind.
