Bike needs to be started with Throttle slightly opened. Like 2% tps. And once started, let off throttle. Then sometimes revs high for what seems to be a fairly long time. IAC was changed with no difference made. HD tech built bike and is tuning it. Hes scratching his head as to what may be causing it.
any ideas?
other than that the bike runs great.
i should add that the bike did not seem to react to major adjustment on the IAC settings for starting since day 1.

Don't touch the throttle .. kill switch in the run position ...
Turn ignition switch on, wait for engine light to go off, turn ignition off.
Do this 4 times, then start the engine. This resets the computer.
Note: when shutting down the engine make sure it's at idle. Don't blip the throttle, and don't shut it down on cold idle. The computer remembers the last rpm at shutdown and sets the idle to that.
1) Does map installed match throttle body and injectors? If not, adjust injector size and be prepared to adjust IAC warm up steps.
2) Does the map installed match the cam? If map is way off compared to cam, you will see abnormal manifold pressures at idle - red flag.
3) Are IAC steps at idle between 28-40 warm? If not, adjust the throttle stop until they are.
I did not preach on the basics because I assume if you are here trying to resolve a problem the builder/tuner can't solve they have checked the basics (I hope)
These are just a few things it could be but based on your description of the build and the fact the guy is stumped I would ask about them.
Thanks peeps! Yeah weve covered all the bases youve mentioned. Turns out my mechanic ran diagnostics on the ECM and its crapped the bed. Ecm is obsolete now. So looks like a Tmax is my only option.
I would try and reduce cranking fuel. Too much cranking and the bike will flair. Too little it will bubble up to idle rpm. Having to induce air with the throttle is another sign of too rich of cranking.

Another possible cause - from the description I am in no way sold it needs an ECM. Quickest way I use to determine if it's too little or too much cranking fuel is a key on - no start (lets injectors fire). Turn off for enough time for relay to shut off - repeat key on and they fire again. It is starts a lot better cranking fuel is too low and vice versa - but you have to remember IAC can be off as well.

I forgot to mention. I agree with Ed. I have never seen a ECM fail that wasn't a brick. I have had weird thing happen where original cal had to put back in, and then reflashed with tune. But I always suspect corrupted file or something went wrong with download. I would try something like that before dropping the money on another ECM.
If adding cranking steps does nothing. (What is the setting of this table?) You can open blade a bit, but as Ed mention. Warmed up the steps need to be checked.
Delphi ECM failures I have seen more than one time (not one off failures but things I have seen in certain year ECMs):
1) 01-04 (don't recall what specific year) Failure of injector driver - keeps injector on constantly (can count on one hand)
2) 2005 MY ignition coil driver failure - happens occasionally
Never had one start and run and do what is described above. It reads like someone doesn't know how to adjust parameters for the mods and wants to sell a TMAX. I would love to look at the map they are using.

i trust him as hes known to be one of the better mechanics around my area.
another issue is that itll idle high(quite often)when i come to a stop. If bike is revving high when coming to a stop, it seems to stay running high. If i drop the rpms with the driveline and braking, it seems to mostly be normal .mostly. Lol
He did say the iac was not acting as it should, he checked the wires and then said he did the diagnostics and thinks the ecm is hooped 🤷🏻♂️ Not super convincing
