I'm looking to lower the actual/felt heat from the new M8 engine.
What is the best way to do it? Cool Flow Fan (PN 26800128 - $299), Fan Assisted Oil Cooler (PN 62700204 - $329), or an aftermarket tuner (FP3/PV - $399) and/or catless performance header ($600)?
Is the cat the major source of heat?

I believe the fan assisted oil cooler will drop temps by approx. 50 degrees, particularly in traffic (others here who have them fitted will no doubt have more info) tuning will help as they will run quite lean from the factory anyway.
I have installed them all on my 2017 road glide speacail and have no heat issues at all. The biggest bang for the buck came with the cool flow fan which blows the heat from the Cat down and away from your passenger, it really worked for me. Everything else just helped. The last thing I did was to change the stock head pipe to a fuel Moto cat less head pipe.
Mind you I would of changed the head pipe first if it would of been available at the time. The down side to the cool flow fan is that it only comes with one deflexter, for the right side. You'll have to buy the left side one separately. Ka Ching$$$$

Sorry to hear you're struggling with heat issues on the new M8 for two reasons.
1. HD attempted to defeat the heat issues with the M8. Apparently it's a fail.
2. I struggled with heat issues on my 2016 Tri-Glide and know first hand how frustrating it is to defeat the heat.
If I was in your shoes again I would probably end up buying all the extras you've listed plus the "Love Jugs" fan system.

All depends on what your looking for, you have to answer that part first. If you feel heat complaint is at low speed only then I would try the Cool Flow Fan. If you want to help the engine heat level and you have a Oil Cooled M8 then the Fan Assisted Oil Cooler is a must IMHO, Water cooled model and the fan assisted oil cooler does not fit. Anything beyond that, starts to effect your warranty so you need to keep that in mind too.
