You have a 500 lb bike with a 114 cubic inch motor. Not sure there is anything else you can do that still falls in the cheap category. It also depends on your definition of cheap.
Going to stage 2 would get you more performance gains. More free flowing Intake and exhaust (decatted) and a performance cam would be a nice upgrade. Of course this comes with needing a tuner and most likely having it dynoed. My stage 2 ran great with a canned map though and was done for less than 2 grand. Not counting slip ons of course. Most cost effective mod would be to get a tuner, HD tuner if you're worried about keeping your warranty, & some good slip-on mufflers, your air cleaner is good enough up to a mild stage 2. If you're not worried about warranty talk to a good performance shop & get their suggestions & cost figures.
If you're looking for a notable boost in performance, and keeping your warranty intact, the Harley Stage II with the SE447 torque cam is the way to go. You'll want some slip-ons, the cam, and the SE Pro Street Tuner. Net cost including installation should be around $1500-$2000.
