M8 engine oil system??
The Softail models have 2 balance shafts because the Softail engine is a solid mount to the frame.
The rest of the Big Twin engines only have 1 balance shaft, because the engines are rubber mounted.

The lip only ran over then into the port thru to the oil pump in the cam galley side. The cam galley stayed full to the crank shaft bearing. That lubricated the timing chain.
Not sure exactly the year but Harley removed the lip probably for a little more efficiency (power)

I spent 30+ years as a dealer tech, and this is the first I've heard of any "lip".
1984 Softails were 80" Evo engines, 4 speed kick/electric start. No lip.
They went to 5 speed and electric start only in 1986. No lip.
The 88" Twin Cam Softail made it's debut in 2000, which was the start of the counter balancers, and cam chains with spring loaded tensioners. No lip.
In 2007, they got the 6 speed and 96 inches, with hydraulic cam chain tensioners. No lip.
Never saw a lip in any of them, but I've only had a few thousand of them apart...
