The filter element completely blocks the view, you need to set the top plate + filter assembly blindly, the looking into the bolt hole and rotating the top plate until it matches the holes of the backing plate. While doing that, you will move these washers from their place but you will never know because, again, the ONLY view is through the bolt hole of the top plate where you cannot see ****. Next - you start the engine and a lightweight washer gets sucked from the air box into the engine.
As I mentioned in the original post, I WAS able to install the washers using some grease to keep them in place.
