I kept looking at how much I pay so I looked it up,
You give DMV $500 and you are good to go. You don't have to insure it unless you get caught. So DMV gets money and I have to pay extra for the uninsured motorist.
Heck $500 could insure a vehicle.
Going to see how much trouble I can make in VA.

The Virginia Uninsured Motor Vehicle (UMV) fee allows a motor vehicle owner to register an uninsured motor vehicle. At the time of registration, the motor vehicle owner must certify whether the vehicle is insured or uninsured.
If the vehicle is uninsured, the motor vehicle owner is required to pay to DMV a $500 uninsured motor vehicle fee in addition to normal registration fees. Payment of the $500 fee does not provide the motorist with any insurance coverage. If involved in an accident, the uninsured motorist remains personally liable. This fee is valid for twelve months but may be prorated for a shorter amount of time.
Payment Plan Program
Eligible vehicle owners may enter into a Payment Plan Program to pay the UMV fee over time.
Penalties
Motor vehicle owners who falsely certify that they have insurance and are found by DMV to be uninsured face stiff penalties. In addition to facing suspension of all driver and registration privileges, compliance includes payment of a $600 noncompliance fee, a $45 reinstatement fee and filing proof of insurance and financial responsibility (form SR-22) for three years.
During the three-year period, insurance companies cooperate with DMV by providing notification if a policy is canceled. This requirement to maintain proof of insurance enables DMV to ensure that these motor vehicle owners maintain liability insurance on their registered vehicles. Eligible vehicle owners may enter into a Payment Plan Program to pay the noncompliance fee over time.
Reporting an Accident Involving an Uninsured Vehicle
An individual may report an accident to DMV if they suspect that the other vehicle involved in the crash is uninsured.

I have the following coverage from Merkel insurance
250,000/500,000 bodily injury liability
250,000/500,000 uninsured underinsured motorist- Bodily Injury
Property Damage 100,000
Medical Payments 1,000
Funeral Expense coverage 5,000
deductible is 500
I also have a 2013 Bushtec trailer insures for 3,500
Total Premium is $332.00
Jumped from $184 to $497/year!!
My coverages are even lower than yours:
bodily injury liability 50,000/100,000
uninsured under insured motorist- Bodily Injury 25,000/50,000
Property Damage 25,000
Comp & Collision deductible is 1000
I also have a 2011 Bushtec trailer insures for 4,500

Nothing will happen. What are VA dealers going to do for you, they want to sell vehicles, they don't care about insurance.
The biggest problems isn't people paying the $500 fee and not buying insurance, the problem is people driving without ever getting any insurance, or paying registration. I've known people who printed their own stickers for their plates and inspections. Doesn't stand up for a second when the cop punches you number into the computer, but at a casual glance they don't think anything about it.
Good luck with your quest, but I don't see it going anywhere, the UMV fee has been around for decades. The insurance companies aren't even lobbying on your side.
Here is a suggestion file a FOIA request with DMV and find out how many people have paid the $500 UMV fee. That will give you an idea of how big an issue it is.
With Uber Lift and the expensive metro project maybe there is no more need for this Uninsured motorist fee. Almost half my bill should not have to be used to subsidize someone who can't or won't get car insurance.
