That's not really a cooler, it's a heat sink. They do work, but they need to be installed correctly. I'v not seen any for a harley (or any motor vehicle)that would actually work.
A heat sink removes heat by conduction. The hot object (oil) must be in direct contact with the heat sink. Even a small air gap will insulate it enough to be almost useless. If you packed the heat wink with the proper grease, then put it on the oil filter, it might actually work.
They work but not like he advertises. Look at the conditions he describes, a 70 degree day. On my 02 FLHT I would cover my oil cooler at 70 degreesso the oil would reach proper temp, on a 70 degreeday you don't needa cooler. I used one of those collars on my softail and on a 95 degree day it reduced the temp in the oil tank 4 to 5 degrees. They help but very little when you need it the most.
I talked to the man that is putting these out. His words are that the oil goes through the engine back to the holding tank so the oil gets heated up again. The oil actually going out of the filter is cooler by around twenty degrees then oil going in. But what you see at the tank guage may only be about 5 degres. The only way to really know is to somehow measure as soon as possible after the filter.

He is feeding you a line of bull! If it worked as he claims, thousands and thousands of Harleys would have them installed!
