Default Clear coat over decal

Had a mishap with my 09 softail last July. Dent in tank. Filed insurance claim and local shop ordered new tank from HD. took 3 monts to get tank. Tank installed and bike place in my garage for the winter.

Get bike out this spring ( about 4 months later ) and low and be hold decal on tank starting to lift up. Same on both sides of the tank. I don't know much about paint but clearly a case of not enough clear over the decal. You can feel the build up of clear on the top of the decal but the bottom: a sharp edge like no clear at all and decal can be lifted with your finger nail.

Harley says paint only warranted for 90 days, but has offered to sell the shop that did the work a new tank at their cost. The figure that was quoted to me was 660.00.

Bike shop said today, their painter could re-clear much cheaper. And they are going to give me a quote tomorrow.
I am not sure just reclearing will fix the issue as it seems the decal has no adhesion at all where you can lift it up. Any thoughts on this situation and or has anyone ever heard of this issue?? Ths shop that installed the tank said they never seen anything like this happen. I am a litttle suspect as to why Harley would say no warranty, but will sell me the tank at cost. Insurance quote on new tank was about 1100.00.

Any thoughts or advice is appreciated.

I am pissed about the whole thing to say the least!!!! Very dissapointed in HD at this point!!!!!!! Pointing it politley!

Well if the tank was painted from factory and there is no clear on the bottom of the decal they should replace the tank for free as it was not right from the factory.(the tank would not be completely smooth from factory because that would take way to much clear to bury the decal but you should not be able to touch the decal in anyway)

if you had it painted then this should all fall back on the painter that did it. end of story

I have seen garbage come from HD on their painted parts. The painted parts destined for repair shops must go through a different quality control than the ones going to the assembly line. At any rate, whoever did the paintwork should make it right. Shame on HD for passing the buck!
