The steering head service should be part of the 25K Service, I'm currently at 25K miles and have never had any services done by HD, did them myself, but I will let HD do the steering head..
On my bike the steering head bearings are adjusted every 10k miles and opened up every 30k miles. I would say at 10k it's a fall away test to see if still okay with a good old push and pull to see if there is any play. At 30k it would be a disassemble, full inspection, regrease and reassemble.
I see the touring models is just lubricate every 25k miles.
