You lose everything you put into accessories, one persons bling is another persons garbage, not everyone likes the bling so dealers won't give you much, if anything, on the bling.

Don't hesitate to remove some of those extras (lowers, backrests, highway pegs) assuming the dealer is not giving you a premium for them. You can always sell here or on eBay easily.
That being said, the $16,500 trade he is offering you clearly sounds to me like it is a "package deal" because you are looking at a very expensive bike and he benefits from that higher level of revenue. Especially on a guaranteed sale for the middle of winter. I bet that if you were looking at a "standard" bike like an 09 Street Glide, Ultra, etc. that he would not be close to $16,500 in trade.
