Just wanted to circle back and close out this thread. All the parts finally arrived and I spent Sunday putting the front end back together (it was snowing anyway). Replaced seals and washers and installed stock springs. Filled with 7 oz of 30 wt. lawnmower oil as John suggested. Took her out for a short road test yesterday and she didn't bottom out on the unweighted travel of the forks so problem solved. I'm guessing that whatever goo the PO put over the breather valves in the caps was a contributing factor. Not a difficult job but time consuming to R & R front wheel and fender. Thanks to all.
