If that is the Primary side I agree... Completely..
I would certainly pull the primary cover, and Cut the screw [so it don't get in the works] such that the head is Flush to the Casting!!!!!

Nothing screams shoddy workmanship like Wrinkles in the Duct tape!!!!

As I stated in the original post it is on the right side near the oil pump housing . The confusion arises cause I took the picture down into a mirror as I wasn't able to shoot underneath easily. Sorry for not stating that.
