Were the factory outer primary covers just buffed and then clear coated, perhaps with a satin finish? There is a guy on flea-bay with 4 shovelhead outers that look almost new. They are either painted a silver color or just a clearcoat., My '77 FXE came with a chrome cover (aluminum on the way, needs work). On my bike, the nose cone and heads looked bad, almost like they were starting to pit. I was able to bring them back life with scotch-brite pads and a flat stick for leverage, The kicker cover looks like it does have some sort of finish on it.

Ever think "where have I seen that before"? That finish is like a finish that was more like an anodizing but not exactly like the stuff done on non-ferrous today. Not all the colors.
I just can't quite remember but I might. Maybe airplanes. I'm leaning towards hydraulic parts. A corrosion treatment.
I believe my oil pump on my FXB was done like that.
