I think Filthylucre may have it right. Many years ago, I rebuilt my carb on my 82" and it was getting ready to install the air cleaner. I looked into the throat of the carb and pulled back on the throttle at the same time. Gas squrited out of the carb and directly into my right eyeball. I had installed that little brass tube backwards even though I knew better.
Whenever you pull back on the throttle (move the accelerator pump) that brass jet is supposed to squirt gas toward the back of the carb, not into the air cleaner.
