Check yours...Left / Right should be the same length...approx .981" (24.9mm). If not, you'll need new ones
Yeah, that's the wrong shim. The correct shim is approx .068" (1.73mm).
So maybe what happened is that with the wider shim on the Primary side, the Secondary Right-side bearing ran out of bore depth before it could "tightened up" on the sleeve which caused bearing preload when the axle was torqued...effectively like having too short a spacer sleeve

You need another one of those grooved spacers above #11804 (or get 2 if you want to make sure they match cosmetically) and then the same #41748-08 spacer sleeve and 41450-08 shim mentioned earlier
I didn't mention this earlier, but I suspected that someone would have changed out that primary left-side spacer (which they did) because with that wider bearing shim, the brake rotor wouldn't have aligned with the caliper without using a shorter (thinner) wheel spacer
