I have tinnitus and wear a half helmet. These are the best ear plugs I have found. They mold to your ear and are sticky enough it be waterproof. They really block the wind noise, but you can still hear enough for them to be safe.
I am no doc/med but I honestly doubt that more or less wind noise would affect your tinnitus in any way.
I wear a 3/4 with ear plugs and like it. I use the plugs not because of the noise but because I dont like all them flies and mosquitos crawling up my ear canals...
I wouldn't have a half helmet, except for very short rides because of wind noise.
I also have the HD equivalent of the HJC IS-33 but I wear shooters earplugs and I'm very happy with the combination. It's like being in a car with the windows up going down the highway.
I didn't notice the ringing in my ears till late bow hunting season. I can't hear it most of the time. Only when it's really quiet, hunting, going to sleep, ect.... I don't want it to get worse. Hence my post. The noise of riding doesn't bother me. I don't like windshields or full face helmets. I think they take a way from part of the experience. "My opinion". I figured ear plugs or a helmet is the best I can due to prevent problems when I'm much older down the road. For those of you that don't know what it is, I invite you to look it up. Maybe you have it and don't realize it. For the younger riders like myself, learn about and how to prevent it.

I do not like ear plugs...I like being able to hear when a car is nearby, being able to hear the motor and transmission of my bike. That said, I have 1/2 helmets and a 3/4. If I am on the freeway for more than a few miles, I will do plugs. But for around town/surface streets, no plugs
