I just had the 10K done the service back in 07 and when I first heard then we should check them ourselves yearly I though OK, just in case I'll check them..
I found I had 8 or 9 just a Tad loose spokes on my bike at the end of the first riding season .. 4-5 on both wheels ( it only took about a 1/4 turn or less to tighten them up.)
Since then and Now 40k miles later I haven't had another loose one nor have I had to tighten one up.
So they may stretch a little or they just need to be seated-in when new.
the ones that had a lot of problems (10-12's)?? actually had some bad rims.. If I remember correctly.
I'd check with another dealer. I had the same issue w my deluxe. while turning, it felt like my rear tire was on butter. so i took it in, with extended wheel and tire package, and they said rear spokes were so loose they could turn them by finger. they fixed it up no prob.
He//they the other dealer might had charged you for a full service at 4K, BUT I'll bet they didn't check the spokes for any loose ones.
Unless you have a BAD rim, one that's rusted out on the inside,, I don't see how the spokes could have all loosened up in 1K miles or now with 5K on your bike..
If the rim is rusted bad on the inside, then I could see that causing the spokes to loosen up..
Also $900 sounds really high for the stock 40 spoke wheel... Lots of other aftermarket spoke wheels out there a ""LOT"" less than $900..

The $900 is all the labor, install kit, rim, etc. Still plenty, I agree. While I can pull the wheel no problem, I don't have the tools to change the tire.

Hmmm...they denied me right off. The dealer called (or said they did) and they said not covered by ESP. I too had the "butter" feeling while cornering, but assumed it was because I had the alignment messed up after changing out the swingarm. I may call ESP myself
I called ESP. They were largely disinterested. "Just not an ESP issue", they said, and suggested I take it up with the local dealer. I figure that won't get very far.
