Same on my 03 FLSTFI. Bars on long risers are a little bit crooked. Very annoying. Glad to hear there might be a fix, but looks really hard to get to the riser bolts underneath the tree, or are the tighteners under the clamp / cover on top?
I had the same problem. I took the risers off and held them up to each other and one was obviously out of shape with reference to the other. The originals (unless the OEM were replaced by the original owner of my bike) were some kind of polished aluminum? thus relatively soft. According to the guy at the parts counter the originals should have been chrome/steel? At any rate I replaced the risers with the chrome/steel 'originals' and they are much straighter now but still not perfect. I have a pretty good eye for straight/level things so this little bit drives me a little crazy at times, I try to ignore it. [:@]
FWIW if I remember correctly mine had the polyurethane bushings already. I also tried the loosen everything/hold it/force it procedures prior to replacing the risers and they would always go right back to where they were when everything was tightened up.
The fact that I managed to get it from 80% to 95% straight I'm much happier. I tell myself that other 5% that is not straight is 'character'.
When I got my beach bars from Wild1, vonzipper told me not to forget the polyurethane riser bushings.......I didn't forget.
When a guy was checking my bars over the other day, he asked me if I'd changed them for the poly..... ones, thought that was a strange question from a stranger....... told him yeah, i did. He then said,....... ah, someone with a brain, as he walked away. lol

got mine from custom chrome. they are clear bushings with chrome caps, co. called good-n-tight. very pleased with them, no more crooked bars. easy install.
2007 FB. After reading about some other bikes with crooked handlebars, I went out and checked mine. They're off quite a bit. The left side is further foward than the right. I loosened the riser bolts and tweeked the bar alittle and it helped some. however asI tightened everything down, I noticed the bars wanted to go back to the same position. I was able to tighten them in what seemed like a good location. After riding two days the bars have worked themselves right back where they were. Anyone else have this? How can I fix this?
Same issue on 07 Heritage Softail AND . . . .the chrome has a yellowish tint to it ! I've noticed this on other late model HD's. Boy, it must be hard getting the Chinese to learn how to make Harley Parts for our "American Made" Scoots! [&:]
