I have a 03 Softail Standard. She still has the original handle bars and 5 inch bent risers. My question is how high can I go with Apes without changing cables and wiring. I have a set of 1 inch risers. I am a Chaplain in The American Legion Riders.

Hard to say that far back, but you can get wiring extension kits from Namz, and they work really well and are a snap to do if you are at all mechanically inclined. You’re going to need a new brake hose and cables anyways, choose the bars you want and make everything work with your choice.

Apes, you're gonna have to lengthen the wiring, change cables, etc.. An economical way would be to swap out for a set of heritage bars, or a grade above that would be aftermarket bars that would be a direct swap for the heritage avoiding the cable/wiring upgrade. Posted below a table for reference.
