Did they give you a copy of the contract? If so, read it, the answer is in there. My guess is you bought an extended service plan, basically an extended warranty
If I recall, when I bought my bike last year, they offered the extended warranty, and a service contract. The service contract essentially paid for x amount of regular servicing (1,000 mile, 5,000 mile, etc.) in advance. There was a discounted price when you add them up, and you went to "the front of the line" when you brought the bike in for servicing. I think that's what you got. When did they change the oil? Was it at a servicing interval? And did they do any other work? I'd stop in and have them clarify.
yeah it was 1000 mile service and then again at roughly 2700 miles because the oil was nasty nasty black. lookd like high mileage oil. will stop in and ask about it
I bought into a three year servicing contract over here. The first service alone equated to 50% of what I paid for the three years. I can appreciate that probably the best way is to service your own but if you do not possess the technical acumen or the time I reckon service deals are good value for money.

or calling the dealer about a document you signed, it is easier to ask total strangers on the internet that have no clue what document you are referring to.

I can't say my oil has ever been "nasty nasty black" even at 5k miles when I change mine. But after only 1700 miles? Are you sure they changed the oil at the 1000 miles service?
Always go back over your bike after a Harley service. They let knucklehead interns do those. My first service, I was covered in grease and probably left grease on most of the cars on the interstate. It'll also cook the finish off your engine if left there too long.
Second service, they didn't drain the oil or just filled the tank to the brim. Blew out the oil cap three times on the way to Florida. Left oil on the road all the way back to Alabama.
Get yourself a service manual. The second your bike is off warranty do the servicing yourself.
