Except for the lighting, I don't see much of a difference on the Deluxe. So these are all new frames?
Interesting on the price restructuring. The Fatboy and Heritage the same, Deluxe $1000.00 cheaper than both. Wonder why the Fatboy is more?
Must be me but I'm not seeing the difference on the swing arm either. Oh well.

240 tire and wheel, different fender and rear shock.

What used to confuse me for years was why the DLX was more than the Heritage (this was even true for 2017). The Heritage has a windshield, bags and a sissy bar when the DLX has none of this. Now the DLX still has none of it and no longer has a backseat. Seems HD finally got the memo that the DLX should be less than the Heritage by sheer volume of parts to produce.

Yes indeed. But even with that logic, they sold an awful lot of Deluxes.

The lighting (blinkers) is a BIG one (especially with the tombstone tail light).
The oil tank is a BIG one, and I have seen a couple pictures with the mono shock adjuster in the open
I like the M8 (wanted one) almost bought one.
Instead I tried a used Ultra for a year, loved the bike on the road hated it in town.
97-99% of my riding is in town/around town and at 5'7" to much of the time the bike was making the calls.
So I called the local dealers and asked them if they wanted to sell a 17 Deluxe.
After about a week and a couple of (realistic) offers they did.
Had her about about a week and we are knocking on 700 miles (lovin it).
After seeing the new softails I made the right choice for me.

not sure if those blinker would be legal in delaware. they say you must have 3 1/2 inches of combined space for lights. wonder how long they are

Well looking at it like that now sure. But look at for example the Deluxe. I don't see the big difference.
That's why the Deluxe cost more. People chose it over the Heritage, even getting less for the money. It was easy money for Harley.

Guess somebody finally caught on that for the $ for the buyer, this wasn't the best deal. Now they are $1000 less than the Heritage.
