According to one forum member cats were in his factory slip ons for his Fat Boy, so I'd assume they're in the Canons. He's the first eyewitness so far as everyone seems to disagree where the cat is between the specs on line (muffler) parts diagram (header?) dealer (mixed)....
Yes, the 2017 and up Screamin Eagle Mufflers have the Cat's in the mufflers, not the headpipes like previous years did. This applies to the softail and touring models. I just put the Street Cannons on my new '17 Heritage to potentially avoid any warranty issues. They are a bit louder than stock under acceleration, but close to stock at idle. As of now, I plan to change them to something else once the warranty is up. I don't like really loud pipes, but these are still a bit quiet for my taste. Maybe after I finish the Screamin Eagle Stage 1 upgrade and I get more miles on them, they will get a bit louder?

Not sure on the new "Softails" but 2017 and up touring (M8) they are in the "collector" behind the headers and before, way before, the slip ons (mufflers).
Not sure about the 2018 Cannons for Softails, but for 2017 and prior the stock cans had 36 small holes...the Cannons 48 same size. Holes are about 5/32" or maybe slightly larger. #18 drill size.

I know that the catalytic converters on the Rushmore bikes were in the collector, at least it was in my 2015 Street Glide. But everything that Harley has put out about the M8 bikes states that they moved the "Cat's" further
to the rear to help get the heat away from the riders right foot and leg. If they moved it rearward of the collector, it seems that the muffler would be the only place that it could be? Anyway, getting off topic to the OP's original question, and will leave it at that . I know for a fact that the "Cats" are in the mufflers on the 2017 and newer Softails. I just changed the mufflers on my 2017 Heritage, and the cats were in the stock mufflers, as well as the Street Cannons that I replaced them with. And from what others that have changed their mufflers on the 2018 Softails have stated, the cats are in those mufflers as well.
