If you are going to put bags on it anyway then I would go with the 18 heritage with the 114 in it. the bike from the factory would be great for her. It hits on all your points
my wife is 5’5” and rides a 2009 Heritage. Not her favorite from a looks perspective, but she loves the ride and feel. She says it fits her like it was made for her. We have had it for about a year, and it has served us well this riding season.
Give them a look, can’t really go wrong with one. They are great bikes, and I get to ride it every now and again too. Every time I ride it, I think about ditching the road glide for one, it’s just fun to ride.
Sounds to me like she is asking for an older Softail standard or custom. You can add the shield, bags and cruise. Bigger than a Sporster but lighter than most other models. Deals are out there if you dont mind buying used. I love my Springer.
I recently bought 2014 Slim and man you should take a close look at this ride. If width of primary is concern pre 2018 model will be probably good candidate. All accessories you mentioned could be installed (not sure about throttle by wire). This is really nice ride that I didnt even consider initially but the longer I looked the more appealing it was. I was torn between this and FatBob. While Fatbob offered more leg room and is probably snappier I am really happy with classic looks of my Slim bit less accessories but aftermarket offer is there for you. Hope this will make you consider as this is sweet ride (at least for me). Still working on comfort kinks but looks like I should have comfort dialed in before spring. For shorter person I am 5.11 it is perfect seat height and really comfortable. Yes factory seat is trash but rest is worth checking out.
Pricewise it is the winner too no doubt
