Thread over on the M8 section about new sumping TSB. All Softails are listed with oil pump before 10/10/17, not just Stage 3 or 4. Good news is no one here is reporting sumping yet AND Moco is acknowledging the issue...bad news is we're not immune most likely.
Well that's definitely a bummer. However, I haven't noticed any loss of power of excessive engine braking so far and I have done quite a lot of extended high RPM runs....
Thanks for posting the service bulletin. Now filed away in Evernote in case I ever do experience the issue and need to show the dealer....
So, how do you find out the production date of your bike?
Believe it's on the frame. Dealer can probably answer as well.

So far lots of '17 and '18 bikes don't seem to have any problem and many touring M8s have high mileage. It's why I'm protecting my warranty for now.

It also lists stock 107 and 114, but I think the stage 3 and 4 have higher likelihood. Read the M8 threads, it's a wide range of factors that can come into play. The TSB is covering all M8 models.
The trans fluid migration TSB lists all bikes with hydraulic clutches even prior to the M8, but very few of the Rushmore touring bikes with those setups had issues. TCs have dumped under the right conditions so it's not entirely just an M8 problem, but something in the design has increased the occurrence. I still think most of us will be fine.
