As an FYI to all that are unsure of the procedure; it is found in your OWNERS manual. Not the SERVICE manual, the OWNERS manual. If you don't have an owners manual for your model year bike, you can access it through the H-D Service Information Portal.

Nothing strange about it, The procedure is in the SERVICE manual also but not everyone has a service manual. Everyone should have an OWNERS manual for their bike and the procedure is in there.

I said "not the service manual" because I have come across members that have confused the service manual for the owners manual. I didn't mean to suggest the procedure wasn't in the service manual. It's that simple.

If t here didn't need to be a "working FOB present", anybody could change a security code and defeat the purpose of having a security feature.

Not completely accurate...
I believe the OP had the older "Active" security system.... the security FOB only communicates with the TSSM when the button is pushed.... the alarm doesn't know if the FOB is present, unless the button is pushed.... To change the code on that system, you just need to have the security system off (only accomplished with the fob), and have the bike's key to turn on the ignition...
The directions posted said to have the "FOB present" while doing the procedure.... That suggests that either the directions were for the newer "Passive" security system (proximity FOB with no button), or the line about needing the FOB present to do the procedure was in error....
I have both type bikes, yet I don't have the security code change procedure memorized, so I was just trying to get confirmation for the OP, as to which procedure was posted...
