And just the other day, guy had FOB issues, changed the batteries, still had issues, "he didn't take off the clear plastic wrap on the battery". Just some more info.

I bought my used 2012 FLSTC from a dealer... but wasn't given a PIN. When I went back to them to get a PIN I would remember, the mechanic tried their "standard" PIN, '11111' but it didn't work. Turns out whoever serviced the bike before delivery did not reset the PIN as was the dealer's standard.
Well.I asked if they could reset it for me and the mechanic told me if I didn't have both fobs with me, the missing one would not work after the reset.
So I turned to Google, did a lot of digging and found the 31313 myth as well as several other incorrect (at least for my bike) procedures to recover & reset the PIN.
After digging even deeper, I found the H-D owners manual for my model & year online. The steps were quite simple and the mechanic was full of ****! The PIN is stored in the bike, NOT the fobs!
The fobs are mated to the receiver on the bike and have nothing to due with the PIN.

Get it back to the dealer in the mean time check your battery in the fob and change it see if that works.

Ha..... funny you should post this...

Last week the battery in the remote to my driveway gate died..... I put a new battery in it, tested it, and still didn't work....

Damn, I thought, it's broken and I'll have to buy/program a new one...!!

But I checked my work, as I always do when I mess something up, and saw that stupid little plastic sticker on the negative side of the button battery...

I looked over both shoulders to make sure no one was watching, removed the sticker, reinstalled the battery, and tested the remote.. Voila'.... It works! I remember thinking, "I'll just have to keep this little episode to myself."...


Ooops.... I just put this on the internet, didn't I....

Out of curiosity, have to wonder if for some reason that FOB lost it's program to the bike. *ie new FOBs need programmed to the bike.
Be interesting to see what service says.
