My horn works when ign. Is on but don't when running why?
Has anyone had this happen to them. Its one thing after another with this bike. And I found two black wires under gastank in right side of harness that were cut off side by side and had heat shrink on them. So I checked polarity to the ground on battery and it made. So I grounded them to top motor mount bolt. Thanks in advance
Looks like you have loud pipes so you don't need a horn anyway. Sorry, I'm a smart *** by nature. Electrical has never been my strong suit. That said, the fact that the horn only works when the engine is not running seems really odd to me. I'll be curious to find out what the problem is/was.

Just in case you have not done both of these two important items!
Be sure to add an Avatar of your favorite shot in the USER set up for the small picture others will see in the top left corner of your post with your USER name.
And most importantly a Signature Line in your USER set up for your bike model, year, and all the letters that Harley recognizes it with that others see at the bottom.
This enables others to know your exact model if you ever ask a question or another member interested in it may ask you a question about it.

* The horn is ok because it fires - A very weird possibility is something rattles loose when the bike is fired (but I doubt it)
* So the issue is what is the diff in circuitry btwn having juice and fired up? If there is no diff, something is vibrating loose.
Sounds like an hour with the mulitmeter.. Keep us posted. Im assuming the 2 repaired clipped wires were'nt it..
