The spacer gets cut to the size needed to get the proper preload and sag for YOUR rider weight, with gear, while on the bike. Progressive vs standard springs. Compression and rebound ie: emulators for conventional forks. Different fork oil weight vs how much oil is actually used in the fork. All play into how well it tracks down the road and over bumps. Adding in the spacers, emulators, springs gives more "adjustability" over stock parts.
