2000 softail cam sensor…do I need it?
My research led me to believe that you could eliminate the cam position sensor, and the engine will run fine, but you will have a check engine light for the "cam position sensor" code. If the cam position sensor were to "short out", it will cause running issues. They have been known to melt...
The '99-'03 twin cams use the same plug-in ICM, but allegedly they were different. The consensus 10+ years ago was that replacing a '99-'00 twin cam ICM, with a '01-'03 ICM, will alleviate all issues, including the check engine light... however, if they currently use the same part #, I'm not sure how that works now...
I DO KNOW that if you go with a Daytona Twin Tec, TC88 Twin Cam Ignition #1008 or TC88 EX Twin Cam Ignition #1008 EX (CA CARB approved), for '99 thru '03 carbureted twin cams ($276.75 from Daytona Twin Tec) you can eliminate the Cam Position Sensor with no ill affects....

After my research, I found and bought a 2001 carbed Twin Cam, so I haven't had to deal with the cam position sensor....
But if I were to buy a '99- '00 twin cam, I would lose the Cam position sensor, and add a Twin Tec TC88 Twin Cam ignition when I updated the cam chest...
PS- I noticed you have the original #32568-00 ignition module. The current replacement is a superseded part #32568-00C.... maybe the newer HD ICM will cure your issue, but it's about $100 more than the TC88 ICM, which I know does not need the cam position sensor..

Do you mean it's missing the ICM connector...?? Or the ICM connector it has doesn't plug into the #32568-00 ICM...??
The '99-'03 carbed bikes have an ICM with the same connector, my understanding is the ICM connector changed in '04+ carbed bikes....
If the harness has the connector, but doesn't plug into the #32568-00 ICM, it may be an '04+ harness.... Or who knows what year it's from...

Your ICM has two 12 way connectors that go to it... The connectors are available, but you should get the factory service manual #99482-00A and the factory electrical diagnostic manual #99498-00 for your year/model bike... it doesn't look like the Electrical Diagnostic Manual is still available from HD, so you'll need to get one on eBay if one should pop up...

You will need to pin new connectors with the proper colored wires and in the proper order.... even if you change your ICM, anyone you buy for that bike will be made to fit the OEM harness and it's two connectors...
Your main wiring harness #70216-00 is obsolete. It is no longer made/offered for sale from the MoCo....
You could contact Namz Custom Cycle Products. They make some of the best (IMHO) wire kits and wire extensions for handlebar installs. On the link below, they say they will make custom harnesses.... You could call and see how they can help with your harness... I suspect a new harness would not be cheap, however.

You now know why the bike sold for $900, maybe not such a deal.... This job is doable, but it WILL take some time, some knowledge, and some money...
