From HD manual - Do not tighten throttle friction adjustment screw to the point where the engine will not return to idle automatically.
Naturally - for normal operation/riding - you wouldn't adjust the friction adjustment screw so that it would prevent (or bind) the throttle from returning to idle. In fact, when installing devices like the Throttle Tender or the KLEVER LEVER, the friction adjustment screw is set specifically so that it doesn't inhibit the throttle return. These things just allow you adjust the friction adjustment screw a tad more on the fly so that it will (barely) hold the throttle. This may not be the design intent of the friction adjustment screw, but it works OK. Used judiciously... it's not likely - in my opinion - to cause a problem.
