Throttle is VERY stiff, no spring return to idle. I think its the part on the side of the throttle body where the cables attach. Is this part replaceable? What is it called?
I will check that. The part I am talking about appears to be attached to the induction body. It makes a soft ratcheting sound when I move it by hand (no cables on). Guess if its broke, its the whole induction body that has to be replaced?

Based on the parts finder, it sure looks that way... not cheap either.... but at least it's still available...
I saw a used one for like $149 on eBay.... but there is no guarantee the cable actuator on the used one isn't worn or ready to break...
Check the couple of suggestions given above first.
Just prior to buying a new one, maybe see if it can be taken apart and cleaned...? Your year has a plastic cover, but my '03 EFI cable control is held onto the throttle body with an e-style retaining ring.
On my '03 EFI Heritage with cable controls, if you don't have the individual cables adjusted properly, there will be binding in the throttle... if you have done recent work in that area, check those cable adjustments..

All the suggestions are good especially the tension screw, been there.. I would add lubing the cables and a squirt or two on the part the cables connect to. One other place to look is the throttle twist grip where it turns on the bar. Sometimes that can get gunked up.
If you really think there is an issue with the part on the TB, you could remove the cables and see if it moves freely. While the cables are off of it, you could also see if the cables are sticky. When you twist the grip, they should move in and out of the outer cover.
Remove the TPS first on other side if you have not already. Help?? If not, Pull the body, remove all the components, and give it a good spraying with carburetor cleaning letting it soak in. Use the GUNK name brand. Works a world of difference than others.
You have to remove stuff or it will wash the black crud into them. The IAC, TPS, and Temperature will be garbage acting up later.

The butterfly is spring loaded so it does not exactly "turn freely" as I mentioned. It will snap closed on it's own.
One other thing to check. Have you changed the routing of the cables? I made a change on my bike and the throttle returns as it should except when hard over to the right. It closes, but not fully. The cables where they turn from the bars to under the tank is being bent a little tight when hard over.
